Chungcheongbuk-do Provincial Office to Fortify Railway Network
- Enabling capabilities on pending rail projects with a focus on Cheongju - Chungcheongbuk-do Provincial Office announced to accelerate the construction of its railway network by consolidating government capabilities on pending rail projects in 2022. 1. Performance results of 2021 Chungcheongbuk-do opened the Wonju?Jecheon section of the Jungang Line last January, followed by the Icheon?Chungju section of the Jungbu Naeryuk Line in December, and confirmed the master plan for the Daejeon?Okcheon metropolitan railway and Pyeongtaek?Osong double-track construction projects. In addition, remarkable results were achieved by reflecting six new projects in the 4th National Rail Network Construction Plan established every 10 years comprising the Daejeon?Sejong?Chungbuk metropolitan rail, Dongtan?Cheongju Int’l Airport (Sudogwon Naeryuk) metropolitan rail, Daejeon?Okcheon metropolitan rail, Sintanjin?Jochiwon (Chungcheong) metropolitan rail, and Gangwon?Chungcheong?Honam (Wonju) connecting rail projects. 2. Daejeon?Sejong?Chungbuk metropolitan rail passing through Cheongju Chungcheongbuk-do plans to focus on building a megacity in the Chungcheong area and a rail system for the development of Gangwon, Chungcheong and Honam. It firstly plans to focus on determining the route of the Daejeon?Sejong?Chungbuk metropolitan rail passing through downtown Cheongju. The Ministry of Land, Infrastructure and Transport (MOLIT) is currently conducting a preliminary feasibility study to finalize the routes until November this year. Chungcheongbuk-do proposed a metropolitan rail project passing through downtown Cheongju as a pledge for the 20th presidential elections, with leading candidates having promised and signed the pledge when they visited Cheongju. Chungcheongbuk-do is doing its best to make up for the validity of the route on its own and is to be confirmed as soon as possible. 3. Chungbuk Express Line project The Chungbuk Express Line project currently requires a review of adequacy of the project due to increased costs. The cost of the project increased due to the addition of the Samtan?Yeonbak section, which was originally excluded during the preliminary stage, along with safety reasons, such as improving Chungju’s Dalcheon section and level crossings. Chungcheongbuk-do plans to consult with the central government for the mater plan to be finalized and announced as soon as possible by minimizing the review period. 4. Cheonan?Cheongju Int’l Airport double-track rail The double-track railway project for Cheonan?Cheongju Int’l Airport has been undergoing a feasibility study since April 2020 due to the increased cost of the Gyeongbu Line since its master plan. The plan to reduce the cost for the Gyeongbu Line section was reviewed at the end of last year, and is expected to pass the feasibility study in the first quarter of this year. Chungcheongbuk-do plans to do continue with the project as soon as possible through implementing the design and promoting to construct the Chungbuk section first out of all other sections once it passes the feasibility study. 5. Daejeon-Okcheon metropolitan rail The master plan of the Daejeon?Okcheon metropolitan railway plan was announced on October 29 of last year, and the basic design is planned to be executed this year. Chungcheongbuk-do plans to promote early opening by consulting detailed measurements on the construction and operation with Daejeon and MOLIT. 6. Other rail projects Chungcheongbuk-do also announced that it plans to actively propose and consult with the central government to complete the Chungju?Mungyeong section of phase two of the Jungbu Naeryuk Expressway and the Dodam?Yeongcheon section of the Jungang Line in 2023, as well as launch a feasibility study of the Dongtan?Cheongju Int’l Airport rail and execute with the basic design for the double-track rail of the Pyeongtaek?Osong section. 7. Foundation establishment for the development of the Osong rail industry Chungcheongbuk-do plans to do its best to create a foundation for the development of the Osong rail industry. It plans to promote the upgrade of comprehensive railway test track reflected in the 4th National Rail Network Construction Plan and promote Osong so that it can grow into Korea’s representative train cluster base through the presidential election pledge. In addition, it announced that it will push to hold the Osong Global Rail Industry Expo in 2026 in connection with Osong’s rail infrastructure. 8. Future plans Director-General Lee Jung-ki of Chungcheongbuk-do Provincial Government’s Balanced Construction Bureau said, “Chungcheongbuk-do is opening up its rail renaissance by promoting unprecedented number of railroad projects.
