Chungcheongbuk-do Wins Grand Prize at the 2022 MOLIT Smart City Challenge Project

On March 10, Chungcheongbuk-do Provincial Office announced that its project “Chungbuk-type Smart SAFETY.O2O.CONVENIENT” won the grand prize at the 2022 Smart City Challenge Project of the Ministry of Land, Infrastructure and Transport (MOLIT). Chungcheongbuk-do Provincial Office said that it will implement the smart city project in full swing with the government subsidy of up to KRW 10 billion.

The “Smart City Challenge Project” is designed so that the private sector, local governments, businesses, and colleges can resolve urban issues together based on creative smart technologies. Last year, the government budget of KRW 1.5 billion was invested in preparatory work for demonstration and its result was highly regarded. As a result, the main project is now scheduled to be conducted for two years with the government budget of KRW 22.1 billion (central government: KRW 10 billion, local government: KRW 10 billion, private investment KRW 2.1 billion).

Chungcheongbuk-do Provincial Office’s project, selected as the grand prize of the challenge project, is Korea’s first solution in which three cities/counties (Cheongju-si, Jincheon-gun, and Eumseong-gun) are linked together with a metropolitan provincial office as the center. It conducted a demonstration for resolving urban issues in three fields (health care, life, and transport).

The project site included Chungbuk Innovation City, Osong, and Ochang, which were built as part of the governmental policy. In addition, it demonstrated its smart solution in health care, transport, and living through various questionnaire surveys and a big data analysis on related words.

For health care, which was evaluated as excellent, Chungcheongbuk-do established a cooperation system between hospitals and fire stations with the goal of “simultaneous emergency call-out and treatment,” and greatly reduced re-transportation rates consequently. In addition, it saved more than ten minutes of travel time and secured the critical time for patients.

Chungcheongbuk-do Provincial Office will expand the smart emergency care service through this project to the entire province and distribute 2,000 eTriages for categorizing patient severity. It will standardize and spread smart emergency care service all over the country and build an export model.

For transport, Chungcheongbuk-do operated carsharing with micro electric cars in Chungbuk Innovation City in order to improve convenience when traveling short distances in downtown areas and resolve inconveniences when traveling between downtown areas. As a result, it saw a possibility of resolving urban issues and commercializing the project. It will then expand to Osong and Ochang for the main project, and a total of 45 micro electric cars will be operated.

In addition, it will prepare a designation procedure for a pilot program for automated driving between downtown areas as planned, establish an automated driving circulation system for innovation city and between Osong and Cheongju International Airport, as well as an integrated new mobility platform.

For living, Chungcheongbuk-do demonstrated an electric bike-based short distance food delivery service (within 2 km) in Ochang in association with the public food delivery service app Mukkaebi to resolve environmental issues, such as noise, that arise due to an increase in use of food delivery service. It also created delivery jobs for local residents, including senior citizens and housewives.

It also developed the community-based short distance food delivery service platform “Mukkaebi Friends,” where local residents play roles as a supplier and a consumer at the same time.

In the main project, 300 electric bikes will be used for delivery service in order to spread community-based O2O service and create local jobs. In addition, two automated driving delivery robots will be introduced for contactless delivery service in apartment complexes.

An official of Chungcheongbuk-do Provincial Office said, “A total of KRW 22.1 billion, with KRW 10 billion coming from the central government, KRW 10 billion from the local government, and KRW 2.1 billion from the private sector, will be used for the project by 2023. Through the Smart City Challenge Project, we will expand safe and practical services based on smart technologies in the fields of health care, transport, and living in Chungbuk Innovation City, Ochang, and Osong. We will also develop and spread a successful business model in cooperation with residents and private enterprises.”
