Governor Kim Young-hwan Expedites the Enactment of the Special Act on Supporting Chungbuk Without Sea

내용 - Set up a task force for the enactment of the act centering on Prof. Choi Si-eok
- Heralding the installation of a huge public-private joint committee

Chungcheongbuk-do Governor Kim Young-hwan is speeding up the enactment of the so-called Special Act on Supporting Chungcheongbuk-do Without Sea (hereinafter "Chungbuk Special Act").

Governor Kim appointed Professor Choi Si-eok (age 56) at the National Assembly Research and Training Institute to supervise the legislative activities related to Chungbuk Special Act.

Professor Choi will set up a task force for the enactment of the Chungbuk Special Act consisted of experts from academia, politics, and government and implement the activities to expedite the process.

Professor Choi said, "I am fully aware of the willingness and efforts of Governor Kim to restore the legitimate rights of Chungbuk" and also commented, "We need to work hard to gather the capabilities of local government, lawmakers and academia of the region to enact the Chungbuk Special Act.”

Born in Chungcheongbuk-do, Professor Choi was graduated from Chungbuk High School and Hankuk University of Foreign Studies. After passing the 12th higher civil service examination of the legislative body, he joined the public service and served as Director for Administrative and Legal Affairs at the Office of Planning & Coordination, Legislative Investigator of the Budget Committee, Legislative Councilor at the Budget Office of the Ministry of Economy and Finance, and Chief of Staff at the Science, ICT, Broadcasting, and Communications Committee and Land Infrastructure and Transport Committee.

Chungcheongbuk-do plans to install a private-public committee to expedite the establishment of the Chungbuk Special Act along with the launch of the task force.

Therefore, a large committee is expected to be installed consisted of members from both public and private sectors including directors and director generals of local government, aids to the ruling and opposition parties, professors, researchers of Chungbuk Research Institute, and NGO staff, etc.

Governor Kim said, "We must pass the legislation as all residents of Chungcheongbuk-do feel the necessity and want the enactment of the Chungbuk Special Act. It will become a new beginning of Chungcheongbuk-do and a signal of reform and innovation that recognizes the dedication of provincial residents and helps them overcome the sorrow.”

Meanwhile, Governor Kim plans to hold a press conference on Sep. 22 in the Communication Building of National Assembly and Briefing Room of Chungcheongbuk-do government building to announce a statement prepared with the hopes of Chungcheongbuk-do residents alongside 11 mayors, provincial and country governors of the region.
