Achievements after 100 days in office
(1) A promise made with citizens, 100 pledges in 5 areas - Collection of various opinions through evaluation of pledges and consultation with the advisory committee (2) Securing of the largest-ever government funding (KRW 8.1124 trillion) - 9.1% YoY increase despite the government's budget reduction trends (3) Preparations for the enactment of the Special Act on Supporting Chungcheongbuk-do - Reward for the sacrifices of Chungcheongbuk-do citizens, leading balanced national development through regional cooperation (4) Attraction of excellent companies to reach KRW 60 trillion in investments - KRW 17.9103 trillion (EcoproHN, SK Hynix M15X, etc.) (5) Successful hosting of the 2022 IFOAM-Goesan International Organic Expo - Held from Sep. 30 to Oct. 16 with more than 300,000 visitors on Oct. 6 (6) Strengthening the local economy and support for small businesses - Installation of a dedicated department for supporting small business and expanding financial support for business stabilization (7) Communicating with citizens and sharing the vision for Chungcheongbuk-do's development - Opening of the governor's office, phone number, and improving the format of the citizen briefing session (8) Administrative innovation to change into a new Chungcheongbuk-do - Quick decision through organizational reform and relieving settlement rights for the early execution of key issues - Securing governmental funding for the sky garden and providing innovation methods for regional public institutions Future administrative directions Creating an "enlivened Chungbuk with enthusiastic residents" - Prioritizing in creating a brand new Chungcheongbuk-do through change and innovation as a Korea's center of science, economy, and education with policies that vitalizes the economy, brings culture closer, values the environment, and invigorates local regions Governor Kim Young-hwan discussed his reflections on his efforts for an enlivened Chungbuk with enthusiastic residents during a meeting on Oct. 11 commemorating his 100th day in office and presented his future administrative plans. Governor Kim said, "The past 100 days were a period of securing a foundation for Chungcheongbuk-do to leap as the center of Korea by discovering new opportunities during the time of drastic changes. By directly visiting various places around the province, I thought about how I can develop each region and strived to create an administration of creative imagination based on communication and service." Governor Kim added, "Within the desires and expectations of 1.64 million citizens of Chungcheongbuk-do, I will never forget my role of fulfilling citizens' expectations in all areas including economy, culture, environment, and welfare through change and innovation." Thanks to Governor Kim's efforts, Chungcheongbuk-do is displaying valuable achievements that can open up new horizons despite the short 100-day time period. (1) A promise made with citizens, 100 pledges in 5 areas - 100 policies in 5 areas through collecting various opinions and detailed evaluation from the Governor Evaluation Advisory Committee on Oct. 4. - For some changes in the confirmed pledges through the Gubernatorial Transition Committee, we request citizens' understanding and will try harder to achieve pledges. (2) Securing of the largest-ever government funding (KRW 8.1124 trillion) - KRW 8.1124 trillion, a KRW 677.8 billion (9.1%) increase compared to last year's KRW 7.4346 trillion is reflected in governmental funding. (※ Transfered from the Ministry of Economy and Finance to the National Assembly on Sep. 2) - Seen as the result of actively meeting the central government and National Assembly through meetings with the vice minister for economy, etc. - Chungbuk will continue to do our best to secure additional non-reflected projects during the National Assembly deliberation process (mid-November). (3) Preparations for the enactment of the Special Act on Supporting Chungcheongbuk-do - Although Chungcheongbuk-do has the beautiful Chungjuho Lake, Daecheongho Lake, and the Baekdudaegan Mountain Range, populations are declining in the area due to a lack of transportation facilities, and although drinking and industrial water is being supplied to Chungcheongbuk-do and the metropolitan region home to 30 million, we are experiencing economical losses of over KRW 10 trillion due to regulations. - To compensate for the losses of Chungcheongbuk-do residents and overcome the crisis of population decline, the enactment of the Special Act on Support for Chungcheongbuk-do is being carried out to take on the role as a leader of balanced national development following cooperation with nearby cities and provinces. - Starting with the announcement of the statement containing the wishes of 1.64 million Chungcheongbuk-do citizens along with assemblymen and the provincial assembly on Aug. 31, there was active participation from civil society organizations such as city, regional parliament, economic, womens, and cultural groups through statements to support the enactment of the Special Act, posting banners, and sending resolution documents to the National Assembly and central government, etc. - To secure professionalism of the act and respond to the evaluation by the National Assembly, a legislation committee was organized with Choi Si-eok, former manager of the National Assembly Research Service, as the chairman with the first general meeting held on Sep. 30 and the operational committee on Oct. 6. and the joint discussion with experts in the Special Act (Chungbuk Research Institute, Research Institute for Gangwon, and Jeonbuk Institute) on Oct. 7. - A joint response committee for the enactment of the Special Act is planned to be launched during November to quickly carry out the deliberation process of the Special Act and form a public consensus. - The enactment of the Special Act is requesting righteous compensation for the sacrifices of Chungcheongbuk-do citizens, which will be a valuable achievement obtained through effort and become the province's new growth engine. (4) Attraction of excellent companies to reach KRW 60 trillion in investments - Currently, with the successful attraction of KRW 17.9103 trillion in 163 companies by Oct. 11, it has created 5,718 jobs and is advancing towards the goal of KRW 60 trillion in investments. - Through the investment briefing session (Sep. 14), Chungcheongbuk-do's excellent investment environment was introduced and signed KRW 350 billion investment agreement with EcoproHN. - Secured a foundation for developing as a base for the semiconductors industry through attracting KRW 15 trillion in investments for SK Hynix M15X. - In the future, corporate difficulties will be processed with priority and support is planned to be provided from licensing, construction, completion and operation. (5) Successful hosting of the 2022 IFOAM-Goesan International Organic Expo - The 2022 IFOAM-Goesan International Organic Expo (Sep. 30-Oct. 16) attracted 300,000 visitors within one week of opening, achieving 44% of its goal of attracting 720,000 visitors. - It is expected to exceed goals due to high interest in organics, various experience programs, and excellent performances, etc. (6) Strengthening the local economy and support for small businesses - Creation of a small business support department for the systematic support of small business which act as the root of the local economy (Oct. 7). - Planned to greatly expand the operation of the small business support department and low-interest financing support for business stabilization funds over the next few years. - It is expected to strengthen the strength of small businesses and vitalize the Chungcheongbuk-do economy with the creation of a dedicated organization, the expanded operation of the small businesses support department, and the expansion of business stabilization funds. (7) Communicating with citizens and sharing the vision for Chungcheongbuk-do's development - Since the construction of the provincial office in 1937, the governor's office was reduced (20 m2), the governor's quarters was returned, and the governor's phone number was disclosed to citizens to overthrow old practices and reduce spending. - Starting with Yeongdong-gun, Chungcheongbuk-do's vision was shared in a easy but fun way in the form of a lecture meeting through the governor's experience, knowledge, and love for the province instead of boring reports or explanations during the citizen briefing session and various other events in 11 cities and counties. (8) Administrative innovation to change into a new Chungcheongbuk-do - Headed by Vice Governor Lee Woo-jong, the Chungcheongbuk-do Administrative Innovation Group was launched (Aug. 1) to carry out improvements in the organization, human resources, work space, and work methods. - Provided innovation methods for regional public institutes for efficient management such as organizational reform (4 times) to strengthen the ability for executing key projects, facilitating fast work management by relieving settlement rights, removing fences between the provincial office and Sangdang Park, and securing governmental funding for the sky garden (support provided by the end of the year after setting a quota). - As small changes gather to create big changes, we expect a change into a new Chungcheongbuk-do through administrative innovation. Governor Kim said "The achievements during the past 100 days will be the seed for change. If we do not change now, we will not have a future", and emphasized "We must carry out administrative innovation planned during the past 100 days. Now it's time to focus our abilities to reclaim the rights of Chungcheongbuk-do's citizens that were lost many ages ago." Also, "We are planning to earn the support of citizens through enacting the Special Act on Supporting Chungcheongbuk-do (tenatively named), which will become the province's new growth engine, and focus all our administrative capabilities to make it a reality." Furthermore, Governor Kim presented his blueprint for a new administration based on the five policies for vitalizing the economy, bringing culture closer, valuing the environment, and invigorating local regions to achieve the administrative goal of creating a new and exciting Chungcheongbuk-do. First is creating a province with a vibrant economy. The operation of the small business support center (3→7 persons), interest support for small businesses (KRW 100 billion→KRW 130 billion), and the volume of regional certificates will be further expanded to strengthen the roots of the regional economy, as well as creating various policies to nurture new industries such as creating KRW 100 billion in start-up funds, achieving KRW 60 trillion in investments, supporting ESG management of SMEs, achieving 100,000 quality jobs, quick establishment of synchrotrons, and nurturing the AI, secondary rechargeable batteries, cosmetics, bio, and future vehicle industry to enter the era of a provincial economy (GDRP) of KRW 100 trillion Opening up tourism by creating an attractive and welcoming province and a foundation where citizens can all enjoy culture and sports up close will also be actively carried out. Cultural spending to promote the local "10-10-10" cultural consumption, traveling exhibition of excellent artworks and relics to share a universal cultural life. The Chungbuk Content Enterprise Promotion Center will be established to nurture various cultural industries as well as citizen-led online streams will be actively carried out. Tourism using Chungcheongbuk-do's lakes such as a renaissance of Chungbuk Lake Park (creation of a specialized organization, development of tourism content, establishing infrastructure, etc.), vitalizing Cheongnamdae tourism (lake gallery, bakery cafes, etc.) will be nurtured. Sports facility infrastructure will be expanded, such constructing a public school culture and sports complex to host the 2027 Winter Universiade as well as indoor tennis domes in each city and county. The environment will be valued and a foundation for sustainable provincial development is planned to be created. Chungbuk will establish a comprehensive carbon neutrality and green development plan, begin pilot operation of GHG reduction budgeting, and improve water quality of the Mihogang River. Moreover, urban forests and local gardens will be expanded as well as more east-west forest paths, unique local trails, and national ecology trails will be created. Facilitating recycling through the installation of unmanned disposable cup collectors (58 locations) and projects to supply eco-friendly vehicles are planned to be expanded. Chungbuk will also install a fire station in every district to secure citizens' safety, establish the Chungbuk Fire Service Academy, attract of the firefighting promotion agencies, and more to expand its safety infrastructure as well as create the Osong Global Biomedical Town along with AI, science, and international high schools to nurture future talent. Policies to secure the welfare of all citizens will also be carried out. Polices that can increase the quality of citizens' life such as expanding emergency support to areas vulnerable to public medical care to relieve the regional medical gap, introduction of a deferred payment system, supporting childbirth and childcare benefits, provision of funds for the elderly, expanded installation of child welfare institutions for protecting the vulnerable class, establishment of the Hope Didimdol Chungbuk Center for the economic and mental independence of children who are no longer supported, operation of Chungbuk-type social services, and operation of digital video biographies to share memories, etc. is planned to be carried out. A livable environment will be created in any region within the province. A livable Chungcheongbuk-do is planned to be created through balanced development projects between the city-farms, regions, and classes such as the construction of the Chungcheong metro railway system for achieving a regional megacity, expanding the transportation network for the development of the southern and northern part of the province, expansion of public benefits for farmers, expanding advanced smart farms to increase farmers' profits, vitalizing the Cheongju International Airport and infrastructure, expanding funding for balanced development and strengthening independence, supporting the settlement of multicultural families and North Korean refugees, etc. Finally, Governor Kim expressed his determination saying "Continuing on from the past 100 busy days, I will do my best for Chungcheongbuk-do to become a hidden gem of Korea during my service by grasping the status quo of the province and planning for the future." |
